موضوع، محتوا و شیوه‌ی تدوینِ منشورِ مسؤولیت‌های انسانی

ایده‌ی تدوینِ منشور ازکجا می‌آید؟ «زمین، یگانه میهنِ ماست، میهنی یکتا و جانشین‌ناپذیر. بشریت، در تمامی اشکالِ گوناگون‌اش، متعلق به جهانِ زنده و بخشی از تکاملِ آن است. سرنوشتِ این دو از یک‌دیگر جدایی‌ناپذیر است.» با این جملات بود که، در سالِ 1999، نخستین پیشنهادِ منشور به گروه‌های کاری مختلف در بخشِ اتحاد (آلیانس) برای جهانی مسؤول، چندگانه و همبسته، آغاز ‌شد. این برهه‌یی اساسی از منشورِ اتحاد و فرایندی از گفت‌وشنودهای گوناگون و پُرتب‌وتاب میانِ همه‌ی آن‌هایی بود که دربرابرِ بحران‌های گریبانگیرِ بشریت، دلواپسی‌هایی مشترک داشتند و می‌خواستند در وحدت‌یابی با دیگران به مصافِ چالش‌های زمانه رَوَند.

چالش‌هاي جديد: ابعادِ تازه‌ي مسئوليت

تحولِ انکارناپذير روابط بين‌المللي به‌ويژه با به رسميت شناخته ‌شدنِ دو موافقت‌نامه از سوي کشورهاي جهان در پيوند است: اعلاميه‌ي جهاني حقوق بشر، كه منزلت انسان، احقاق حقوقِ آحادِ مردم و دفاع از حقوق آنان را مورد توجه قرار مي‌دهد، و منشور سازمان ملل كه صلح و توسعه را مدّ نظر دارد. بااين‌حال در پنجاه سال گذشته شاهد تغييراتِ فراگيرِ ريشه‌اي در جهان بوده‌ايم. اكنون نوع آدمي با چالش‌هاي جديدي روبه‌روست: به‌ويژه، ضرورت محافظت از محيط ‌زيست براي نسل‌هاي آينده مدّ نظر قرار گرفته است. بي‌شك، اين دو موافقت‌نامه‌ي اوليه بايد ابعاد جديدتري را در بر بگيرند تا به چالش‌هاي (...)
